National CERT Participated in NATO Exercise CMX15

From 4 to 10 March 2015, the National CERT, a department of the Croatian Academic and Research Network - CARNet, participated in NATO's political-military simulation exercise on crisis management. The CMX15 (Crisis Management Exercise – CMX) exercise took place simultaneously in NATO Headquarters in Brussels and in the member states.

NATO crisis management exercises are simulation exercises conducted on the basis of a fictitious scenario and do not include the actual deployment of military forces on field. The CMX15 tested the procedures of the North Atlantic Council (NAC) at the strategic political and military levels. The main goal of the exercise is to practice NATO's mechanisms of strategic political and military consultation and collective decision-making through the procedures and concepts concerning crisis management. The exercise involved civilian and military staff at NATO Headquarters and in the participating states.

The scenario for CMX15 is completely fictitious and describes a crisis occurring at a significant distance from Alliance territory (between two non-NATO states). It involves a humanitarian and maritime dimension, with implications for the security of the Allies.

The partner states of Australia, Finland, Japan, Sweden and Ukraine also participated in the preparation and conduct of CMX15. The observers of CMX15 were the Republic of Korea, New Zealand and Georgia. The European Union was invited to exchange information on the evolving situation, along with the United Nations Department of Political Affairs and Department of Peacekeeping Operations, the International Committee of the Red Cross and the International Energy Agency, which also observed the CMX15.

This was the sixth NATO exercise on crisis management in which Croatia was a participant and, alongside the Ministry of Foreign and European Affairs as the coordinator of the activities, participants in the conduct of the exercise were also the Ministry of Defence, the Office of the President of the Republic of Croatia, the Office of the Prime Minster of the Republic of Croatia, the Ministry of the Interior, the Ministry of Maritime Affairs, Transport and Infrastructure, the Ministry of Health, the Office of the National Security Council, the Security and Intelligence Agency, the National Protection and Rescue Directorate, the Department of Information Systems Security and CARNet's National CERT.
