Conclusion of contract with CARNet

Only legal entities registered in the Republic of Croatia, which meet the requirements (Croatian only) specified by the CARNet Managing Council, at the proposal of the DNS Committee, can become registrars.

After your company fulfils the above conditions, the procedure for signing the contract (Croatian only) is the following:

1. Submission of contact information

It is required to fill out a form (Croataian only) with correct data and send it to registrar@carnet.hr.

Upon receipt, you will be given a user account on a test application through which you will be able to register .tst.hr domains (if the DNS server is properly configured, those domains will be visible on the Internet). The application has a web interface and API so that you will be able to adjust your application and connect to the register.

2. Required documentation

Statement of compliance

You will be required to fill out a form (Croatian only) with correct data and your website links in order to check whether the conditions have been fulfilled. The document has to be signed, verified and sent in pdf format to registrar@carnet.hr, and the original has to be sent to CARNet.

Based on this statement, the DNS Committee will check if your company fulfils the above conditions.

Statement of keeping transaction logs

It has to be clear from this statement that all transactions are performed on the user's explicit request. You need to specify the way in which you receive the applications (web, e-mail, paper), and how you archive and keep the applications.

You should also indicate how and at what time intervals you perform electronic data backup.

This statement, signed and verified, should be sent in pdf format to registrar@carnet.hr, and the original has to be sent to CARNet.

Statement from the Commercial Court Register

This statement should indicate the activities your company has been registered for and the persons authorised for signing the contract.

3. Data verification

After the DNS Committee receives the documentation, it will check if your company fulfils all the conditions, and propose the contract conclusion to the CARNet Managing Council.

4. Signing of the contract

After the CARNet Managing Council gives their approval, it will be necessary to pay a one-time fee in the amount of 4,000.00 HRK to CARNet's account, after which the contract will be signed by the CARNet CEO. The signed contract is required in order to obtain a bank guarantee.

After you provide the bank guarantee, the DNS Committee will give its approval to your company to start performing the duties of a registrar.

Amount of the bank guarantee

The minimum amount of the bank guarantee is 10,000 HRK. As it is expected that there will be a higher number of transactions in the first several months (second-level paid domains registration), the amount of 10,000 HRK will cover the costs of registration of 25 second-level domains. If your debt reaches the amount of the bank guarantee, the system will automatically prevent your company from further transactions until you settle the incurred costs. We therefore suggest that you apply for a higher amount of the bank guarantee.

Additional documentation

If you wish to use a web service interface (API), you should send us the IP addresses of the computers which will connect to the web service. This document, signed and verified, should be sent in pdf format to registrar@carnet.hr, and the original has to be sent to CARNet.

If you provide your users with online services via the web, you should submit a statement of possession of a valid SSL certificate. This statement, signed and verified, should be sent in PDF format to registrar@carnet.hr, and the original has to be sent to CARNet.
