International Cooperation

CARNET participates in a number of international activities. CARNET’s international cooperation framework is collaboration with other academic and research networks in Europe, NREN (National Academic and Research Network), GÉANT Association organisation and Internet resource management organisations worldwide. With its international activities, CARNET also connects Croatian research and education area with the European Research Area, (European Higher Education Area) and globally.

Within the international cooperation CARNET:

  • monitors the activities of other academic networks in Europe
  • participates in the work of international organisations that bring together national, educational, academic and research networks
  • encourages the inclusion of the Croatian Academic Community into international projects in the field of research and application of information technologies
  • provides coordination support for the participation of CARNET employees in international projects.

CARNET’s participation in international projects and cooperation with international organisations is parallel with building human resources of CARNET staff and associates through increased engagement in projects and greater absorption of funds, and they themselves become a stable communication channel of CARNET institution abroad. Over the years, CARNET has become a desirable and reliable partner on numerous projects, leading to ever-increasing international CARNET activities.

Special emphasis was put on the presentation of Croatia and its academic and research community in the world, through the organisation of numerous gatherings in the country, as well as participation at international gatherings. By intensifying international contacts and activities, a network is created suitable for exchange of information and best experience on the organisational and technological aspects of academic and research networks.

The most important project under the international cooperation is participation in the pan-European infrastructure project GÉANT5-1 and GÉANT5-2. 

Collaboration with International Organisations

CARNET international activities include active membership in several international organisations:

Council of European National Top-Level Domain Registries (CENTR)

CENTR is an association that brings together European organisations responsible for administering top-level domains in individual countries with an aim of promoting and participating in the development of high standards and best practices in the domain administration segment. CARNET joined the membership of this organisation in 1999.

CARNET contributes to the work of CENTR through active engagement in the work of the General Assembly and participation in the work of various working groups (Administrative, Legal and Regulatory, Research and Development, Security, Technical and Marketing).

Forum of Incident Response and Security Teams (FIRST)

FIRST is the international organisation of cyber security teams dealing with computer security incidents (reactive measures) and their prevention (proactive measures). It was founded in 1990 and today has more than 400 members. FIRST’s goals include coordinating preventative actions by its members, raising cyber security at national and international level, raising public awareness of the importance of cyber security and promoting the role of the CSIRT (Computer Security Incident Response Team).

CARNET’s department for National CERT is a member of the Forum of Incident Response and Security Teams (FIRST) and the TF-CSIRT working group, which, on an international level, cooperates with other members. CARNET’s National CERT became a member of FIRST on October 1st, 2009.

GÉANT Association

GÉANT Association is an association formed in October 2014 by joining TERENA (Trans European Research and Education Networking Association) and DANTE (Delivery of Advanced Network Technology to Europe). By that time, TERENA had been an association owned by the European academic networks, and DANTE had been the company that managed the pan-European GÉANT project.

Since 1993 CARNET has been an active member of TERENA, which has gathered more than 30 European countries and their NRENs in order to create a platform for the development of information and network infrastructure within the European academic and research community. Since most European NRENs have participated in the work of TERENA and DANTE, a joint decision was made to connect them with the aim of more effective management of the GÉANT project and the improvement of NREN’s cooperation. Creating the GÉANT Association, joining the unique organisational structure of TERENA and DANTE, sought to respond to new challenges and provided a strategy for securing the European Commission’s goals for the future of research and innovation through Horizon 2020.

The Internet Corporation for Assigned Names and Numbers (ICANN)

ICANN is a non-profit organisation for coordinating the domain system, allocating IP address space, assigning protocol parameters, and more. CARNET follows the activities and recommendations of ICANN and has actively participated in the work of this organisation since 1998.

Réseaux IP Européens (RIPE)

RIPE is a forum open to all interested individuals and communities in the field of IP networks and network technologies. RIPE is not a legal entity and does not require formal membership. All interested in the network areas that RIPE deals with can participate via mailing lists and attend working group meetings. RIPE activities are conducted on a voluntary basis, and decisions are made by consensus.

RIPE NCC is a legal entity established in 1992 by RIPE, which as an administrative body provides administrative and technical support to RIPE’s work and implements policies adopted by the RIPE Community. RIPE NCC is one of the five world-wide RIRs (Regional Internet Registry) in charge of Europe, the Middle East and Central Asia. The core business of RIPE NCC is to allocate global Internet resources and provide other related services to its members. RIPE NCC members are called local internet registers (LIRs). They are responsible for distributing Internet resources, obtained from RIPE NCC, to their local users. RIPE NCC provides a large number of services to its members such as distribution and management of IPv4 and IPv6 address space, AS numbers, administration of the RIPE database where resources are from all LIRs, LIR portal, RPKI (Resource Certification), RIPE Atlas, RIPEstat, RIPElabs and various online education and workshops.

CARNET has been in LIR status since 1992 and has since been providing IPv4 and IPv6 address space and other Internet resources to its users, keeps their records in the RIPE base, hosts RIPE workshops and meetings and addresses and solves other RIPE requests for its users.

Croatian Information Technology Association (CITA)

Croatian Information Technology Association (CITA) (www.hiz.hr), is the umbrella organisation of Croatian ICT experts founded in 1975, ever since it has been acting continuously with the goal to create the conditions for faster and more efficient introduction and application of ICT:

  • by advocating the status and the quality of profession
  • by initiating and implementing the projects of mutual interest
  • by promoting and using open systems
  • by encouraging and organising the participation of the young in ICT
  • by exchanging skills and experiences in using ICT
  • by organising professional gatherings

Croatian Society for Information, Communication and Electronic Technology (MIPRO)

Basic goals and tasks of MIPRO are:
  • interdisciplinary consideration and solution of economic, informational, cultural, educational, technical, scientific and other problems inherent to microprocessors, electronics and their application in informational and production process systems,
  • protection and forwarding of ecological, national, social and professional interests and goals,
  • cooperation with local selfgovernment and local administration for the accomplishement of
  • economic and other goals,
  • additional and special education of members and others,
  • publication and propaganda of informational technologies,
  • cooperation with other relative societies,
  • organisation of International Convention MIPRO and of other conventions

Croatian Artificial Intelligence Association (CroAI)

CroAI, the Croatian Artificial Intelligence Association, was founded in 2019 and brings together leading companies and startups in the field of AI in Croatia. CroAI seeks to position Croatia as a country of unique opportunities for the development of human-centric AI through a culture of dialogue between entrepreneurs and decision makers at the national and European level.

Croatian Academy of Engineering

Basic activities of the Academy include research and development in engineering and technological sciences, work on projects of national importance, projects for ministries, government agencies and industry, promotion and organization of scientific work, drawing up of scientific studies, expertise, reports and projects, opening discussions and expressing opinions about current issues in science and economy, organization of scientific conferences, publishing, cooperation with academies at home and abroad, as well as the transfer of knowledge.
